ACODECO (Autoridad de Protección al Consumidor y Defensa de la Competencia) is Panama’s government authority responsible for protecting consumer rights and promoting free market competition. Its functions include: receiving and processing consumer complaints, mediating disputes between consumers and providers, investigating and sanctioning unfair commercial practices, monitoring misleading advertising, controlling prices on basic consumer goods, and reviewing economic concentrations that may affect competition. ACODECO operates under the framework of Law 45 of 2007 and has offices throughout the country. It is the first point of contact for any consumer rights issue in Panama.
How do I file a consumer complaint in Panama?
You can file a consumer complaint with ACODECO through several channels: in person at any of their regional offices, through the online system SINDI (Interinstitutional Complaint System), by phone through the consumer hotline, or via the ACODECO mobile app. You will need: personal identification, the purchase receipt or invoice, a detailed description of the problem, and any supporting evidence (photos, emails, contracts). ACODECO first attempts conciliation between the parties. If no agreement is reached, it can initiate an administrative sanctioning procedure against the provider. The process is free for consumers.

ACODECO can impose: fines ranging from $500 to $500,000 USD depending on the severity and whether the company is a repeat offender, an order to cease the abusive practice, publication of the sanctioning resolution in media outlets (at the offender’s expense), temporary suspension of activities in severe cases, and seizure of products that pose a risk to consumers. For repeat offenders or particularly serious violations, fines can be significantly higher. These administrative sanctions apply without prejudice to any civil and criminal liability that may also arise from the violation.
Can ACODECO order refunds?
Yes. ACODECO has the authority to order refunds to consumers in certain circumstances, particularly when the product or service does not meet the advertised conditions, when there are hidden defects, or when misleading advertising is proven. During the conciliation phase, ACODECO facilitates agreements that frequently include full or partial refunds. If no agreement is reached, within the administrative sanctioning procedure, ACODECO can order corrective measures including refunds.
